Michael Lynch has been selected to be the new chief of the U.S. Department of Agriculture's, Agricultural Marketing Service, Livestock and Grain Market News (LGMN) branch, effective immediately. Lynch has been serving as acting chief of LGMN since April when Warren Preston, Ph.D., stepped into his current position as an associate deputy administrator for the Livestock and Seed Program.
Lynch possesses extensive experience that spans the breadth of LGMN branch operations. First as a market news reporter and then as an officer-in-charge, he developed expertise in the branch's two main programs-voluntary market reporting and mandatory market reporting under the requirements of the Livestock Mandatory Reporting (LMR) Act and regulations.
His background will prove invaluable for guiding the branch's voluntary price reporting program and leading the negotiated rulemaking process that will be required to implement mandatory reporting for wholesale pork as recently enacted by the reauthorization of LMR.
