New Loan Deficiency Payment Form

    August 12, 2005 -- The U.S. Department of Agriculture?s Farm Service Agency announced this week the availability of a new simplified form for participation in the Loan Deficiency Program (LDP). The form ?CCC-633 EZ? is effective for the 2005 crop year for commodities eligible for LDP, including wool and unshorn pelts.
    The form serves the function of the ?CCC-709? and the ?633 LDP? and allows producers to indicate intentions to receive an LDP before loss-of-beneficial interest and to submit a payment request at any time during the availability period. This year ? 2005 ? is considered the transition year, so the new form will be used to request an LDP in addition to requests received on the existing forms.
    ?For growers that have already signed a 709 for the 2005 crop ? unshorn pelt or wool payment ? that form will suffice and they will then likely use the new form when following up with the county FSA office with the production documentation for final payment,? according to Peter Orwick, American Sheep Industry Association executive director. ?Producers that have not filed any paperwork for the 2005 crops yet will use the new form.
    ?Producers that market unshorn-slaughter lambs need to be reminded of the unshorn-pelt payment that is available to them by signing the intent-to-market agreement before selling, and then filing the production evidence when received for payment,? added Orwick.
